Clarifications/Updates

7) Polygons cannot be self-intersecting.
10) A senator includes him/herself as someone who is "not ahead of me in line."
12) After taking an opponent's card, a player continues asking (but may ask a different person on the other team).
20) We have changed the answer extraction, so that m/sqrt(t) has been replaced with sqrt(m/n).
25) Fuming tells James which rectangles have which areas for the m+n-1 chosen rectangles.
29) The range 0 to q-1 is inclusive.
